You must have following prerequisites installed to work with the custom actions:

Eclipse IDE for Java Developers – Version 2019-03
JDK version 1.8 and JRE version 1.8
Both JDK and JRE are bundled with the above Eclipse IDE version.
Custom Action Developer privileges in Qualitia
Set Eclipse Path under Qualitia Configuration Settings
