This error occurs when the number of projects is more than 50. In order to proceed with the upgrade process, you must then increase the limit of maximum connections allowed in the MySQL database settings. By default, 151 is the maximum permitted number of simultaneous client connections.  

You can set this limit from where the   MySQL   server maintains system variables that configure its operation. System variables can be set at server startup using options on the command line or in an option filean option file.

You can increase the limit using the command line interfacethis max_connections limit Using Options File (sometimes called Configurations File).  

1. Open the command line interface and navigate to the MySQL installation directory. 
2. Use the following command to set the new limit of simultaneous connections. 
   SET GLOBAL max_connections = <NEW_LIMIT>; 
   For example: SET GLOBAL max_connections = 252; 
3. To check the new limit, use this command:  
   SHOW VARIABLES LIKE "max_connections"
